As of January 31, 2025, the U.S. District Court for the District of Rhode Island issued a Temporary Restraining Order (TRO) in the case New York et al. v. Trump, No. 25-cv-39-JJM-PAS (D.R.I.), ECF No. 50. This TRO directly impacts ongoing actions, including administrative measures taken by the Office of Management and Budget (OMB).
Rescission of Memo M-25-13:
Effective January 29, 2025, the Office of Management and Budget (OMB) rescinded Memo M-25-13, which had previously directed a pause on grant-related activities across federal agencies. The pause, announced on January 28, 2025, impacted various aspects of federal agency operations, including federal advisory committee activities, panel reviews, the issuance of new awards and solicitations, the distribution of funds under open awards, study sections, and other related activities.
The original pause was intended to remain in effect until February 10, 2025, to allow federal agencies to conduct administrative reviews. However, following a court order on January 28, 2025, the U.S. District Court for the District of Columbia issued an administrative stay on the OMB’s January 27 memorandum. This stay temporarily halts the pause until February 3, 2025, when a hearing is scheduled to address the matter further.
The Offices of Sponsored Projects at SIUE, SIUC, and SOM-S are closely monitoring the situation and will continue to collaborate in providing timely and accurate updates. We will share any new guidance as it becomes available from federal agencies and as the situation evolves. Please stay tuned for further updates.

Proposals will continue to be submitted as long as federal submission systems remain operational.
Sponsor proposal review timelines may be extended due to federal pauses in specific funding areas.

Terms and conditions of active awards remain enforceable. Sponsored projects offices will continue invoicing and PIs should continue working and submit required programmatic reports as required. Essentially business as usual unless notified otherwise.
Any amendments to awards will be reviewed and shared promptly.
Programs may face restructuring, delays, or defunding. Guidance will be shared when available.
Stop Work Orders – Some stop work orders may be sent directly to investigators. Please forward copies of any such notices directly received to your campus offices, they will reach out to you as soon as possible to provide instructions.
