Federal Agency Guidance Regarding Disclosures of Other/Current and Pending Support
This page contains general guidance for completing other/current and pending support documents. It is the investigator’s responsibility to ensure the accuracy of the documents in accordance with the application guidelines or the sponsor’s instructions. Be sure to carefully read and follow the guidance provided by sponsors on how to prepare other support documents. Reach out to OSPA with any questions.
Reporting other support ensures that the funding agency is not providing funding for work that is currently supported by another source of funding. Sponsors may also review other support information to evaluate whether investigators have adequate time to perform the proposed work. Recently, the federal government has been placing additional scrutiny on foreign influence and the impact to federal research. This has resulted in some federal agencies providing additional guidance on what needs to be included in other/current and pending support documents.
NSF Other Support
NSF current and pending support is required as part of the proposal for each individual designated as senior personnel.

A table entitled NSF Pre-award and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending (Other) Support, has been developed to provide helpful reference information regarding pre-award and post-award disclosure information in the biographical sketch and current and pending support proposal sections. The table identifies where these disclosures must be provided in proposals as well as in project reports.
Important:
The mandate to use SciENcv only for the preparation of current and pending (other) support information will go into effect for new proposals submitted or due on or after October 23, 2023. In the interim, proposers may continue to prepare and submit this document via use of SciENcv or the NSF fillable PDF. NSF, however, encourages the community to use SciENcv prior to the October 2023 implementation.
Requirements
Current and pending support includes all proposed and ongoing projects from all sources (federal, state, local, foreign, public or private foundation; non-profit, industry, commercial or internal funds), whether provided through the proposing organization or provided directly to the individual. Detailed information about the content is available in the Proposal and Award Policies and Procedures Guide (PAPPG) Chapter II.D.2.h(ii).
- All resources made available to an individual in support of and/or related to their research efforts, regardless of whether they have monetary value.
- All in-kind contributions (e.g., office/laboratory space, equipment, supplies, employees, students) or items or services, whether intended/not intended for use on the project/proposal, and with the expectation of an associated time commitment.
Consistent with NSPM-33, senior personnel are required to disclose contracts associated with participation in programs sponsored by foreign governments, instrumentalities or entities, including foreign government-sponsored talent recruitment programs. Further, if an individual receives direct or indirect support that is funded by a foreign government-sponsored talent recruitment program, even where the support is provided through an intermediary and does not require membership in the foreign government-sponsored talent recruitment program, that support must be disclosed. Senior personnel must also report other foreign government-sponsored or affiliated activities. Note that non-disclosure clauses associated with these contracts are not acceptable exemptions from this disclosure requirement.

Requirements
Report all resources and other support for all individuals designated in an application as senior/key personnel – including for the PI and for other individuals who contribute to the scientific development or execution of a project in a substantive, measurable way, whether they request salaries or compensation. Information must be provided about all current support for ongoing projects, whether such support is provided through the applicant organization, through another domestic or foreign organization or is directly provided to an individual who supports the senior/key personnel’s research efforts.
Consistent with NSPM-33, individuals are required to disclose grants and contracts associated with participation in programs sponsored by foreign governments, instrumentalities or entities, including foreign government-sponsored talent recruitment programs. Further, if individuals receive direct or indirect support that is funded by a foreign government-sponsored talent recruitment program, even where the support is provided through an intermediary and does not require membership in the foreign government-sponsored talent recruitment program, that support must be disclosed. Individuals must also report other foreign government-sponsored or affiliated activities.
NIH Other Support
All individuals included in the grant application as senior/key personnel must submit other support information for Just-In-Time (JIT) Reports and Research Performance Progress Reports. Other support must also be reported as soon as SIU becomes aware that other support information was not disclosed at the JIT or RPPR stage.

Requirements
Other support includes all resources made available to researchers or senior key personnel in support of and/or related to all of their research endeavors, regardless of whether or not they have monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant. This includes but is not limited, to:
- Resources and/or financial support from all foreign and domestic entities that are available to the researcher. This includes, but is not limited, to financial support for laboratory personnel and provision of high-value materials that are not freely available (e.g., biologics, chemical, model systems, technology, etc.). Institutional resources, such as core facilities or shared equipment that are made broadly available, should not be included in other support, but rather listed under facilities and other resources.
- Consulting agreements when the PD/PI or other senior/key personnel will be conducting research as part of the consulting activities. Non-research consulting activities are not other support.
- In-kind contributions, e.g., office/laboratory space, equipment, supplies, employees or students supported by an outside source. If the time commitment or dollar value of the in-kind contribution is not readily ascertainable, the recipient must provide reasonable estimates.
NIH does not require disclosure of recently completed support in other support submissions, only current and pending resources. Other support does not include training awards, prizes or gifts.
For other support submissions that include foreign activities and resources, recipients are required to submit copies of contracts, grants or any other agreement specific to senior/key personnel foreign appointments and/or employment with a foreign institution as supporting documentation. If they are not in English, recipients must provide translated copies. This supporting documentation must be provided as part of the other support PDF following the other support format page.
